I think it is important to have a conversation, at a time where a punishment is not imminent, about expectations. Your slave is not a mind reader. Having a clear discussion about your expectations when handing out a punishment, or during a play session/scene, or even everyday rule following etc. is very important. They can't be expected to meet your expectations if they aren't clear.

Also have a clear conversation about the consequences for not living up to those expectations is important. That way you are on the same page.

Personally, my sub is allowed to complain until we tell him that enough is enough. At that point, if he continues there will be a consequence, which would typically be making the task/punishment harder or longer in some way.

As was suggested, if you want him to focus on something other than his pleasure, denial could be something that is used as a punishment. But it really depends on what his likes/dislikes/limits are.
