Slight variation to deschut's idea:
Go to a clothes store you wouldn't normally visit whilst wearing a loose skirt and tights. Then go into to a changing room and come out with your skirt tucked in your tights at the back... Keep browsing for another 10 minutes or until someone says something... this could be adapted for a store with toilets etc
