It would be better for the holder to mark a lock in some way difficult to duplicate, and send the open lock to the chaste without keys. The chaste would apply the lock, photo it in place and send the photo to the keyholder.
The lock or the device can still be forced open. Additional photos with arranged signs can be sent to assure the lock is in place.
There is still a way to cheat. But I will keep that a secret.

I think that the best keyholding situation is when the strength of the relationship between the chaste and the keyholder is stronger than the device and lock. If so, the device and lock become ornaments / symbols / stand-ins for the relationship. They will not be opened (by the chaste) so as not to break the relationship.
The blackmail relationship is all to weak in comparison. It would be only be a shadow of what I described.
