When ever you can you must be naked.
When you can not be naked but be a sissy (for example when opening the door foor the pizza boy) you must dress up as sissy.

When you absolutely have to be dressed normal only then you may take your normal clothes

I would add anytime you must be in "normal clothes" you must wear both of these:
