Uhh... no it doesn't? The reason there is a limit is to stop idiots who like to spam the site from doing it to everyone in creation. Use the chat system if you are having a serious conversation with someone. Or, what an idea!, take the conversation to an instant messenger off site.

I cant exchange dealtails though, and it should be a bit more of s resnobale limit, like 40 a hour

Let me give you some bad news, the limit has been here since I have. The chances of it changing anytime soon are terribly unlikely. Just slow your little horses down and it won't be an issue.
