the problem is different phones use different operating systems (android, iOS, blackberry, webOS just to name a few) and then it would vary even more within different models..... also, most phones, even smartphones, don't really have a processor strong enough to handle it..... and there's the whole issue of how it's connected to the internet...... that's a whole lot of issues for something that wouldn't have a large demand..... Apple would NEVER allow that on the app store because of all the security issues, plus they have iCloud which lets you sync your stuff without remote access.....the reason for things like join.me and teamviewer is for web conferences and times where you can't take your computer with you..... you (theoretically) will always have your phone near you so there's really no need to access it remotely
