The loser must be entirely truthful with the only exceptions being that they can deny information which could only be used for identity theft (i.e. the appropriate response to "What is your social security number?" is "Fuck off") and they can deny information that severely violates a limit (i.e. you can refuse to give out a family member's or friend's information if friends/family are limits). You explicitly cannot deny any of your OWN personal information due to your limits.

The winner can do whatever they want with this information after the 15 minutes are up. They could spread it around privately, post it in a blog post, use it for blackmail, etc.
