Well if he wants to buy them alone then that is going to be a real problem.

What about on-line? If he has a bank account he could pay for them or he could buy them and you (Funkymonkey) could pay for them.

You can buy thongs at any age, you don't have to be over 18 or anything.

Your average lingerie store isn't going to send someone his age away unless he's being pervy and making the other patrons uncomfortable. If it's not required that it be quite that sexy, general purpose stores like walmart or target will sometimes include them in their lingerie selections.

Or there's online. First thing he'd need at that age is one of those pre-paid credit cards if they're available whereever you are. In the US, they're available at most any grocery store with the gift cards. That provides means for ordering online.
