i am thinkiing of writing a fiction story, that is about a guy who really likes this girl at college, but she is already going out with another boy, he tries to convince her to break up, but when that does not work he blackmails her

Yes, of course it is. One can write a story about anything. I'm not into blackmail and stuff but.. yeah. It depends on how you write it. It can be intriguing. :)
