For the rule change, I would suggest that following additional modifications:

1) Any reduction also needs to be approved by the person whose time is being reduced

2) The 5 days added for refusing a dare gets added to the denial period you are in at the time.

I would also suggest that you update the rules by the time the poll closes, then lock them down once denial starts.
