i think he's scared of the radiation. Wouldn't say to be honest it's dangerous, the levels of radiation from mobile phones is so low and tested to be safe. I can't imagion your gonna get much more of a dose of radiation than you would keeping your phone in your pocket day in day out, also the condom'll block some higher freq radiation (if i remember form gcse science how alpha is it waves can be stopped by just a piece of paper)
The risk if any i'd say would be localised to that area and then low, for guys this is recoverable (sperm count will recover, given time and diet) and girls i guess could end up with a few dud eggs.
