Sooooooo, I was playing some Elder Scrolls recently and had an idea for a roleplay!
There will be four factions in this dare: criminals, guards, eight Counts/Countesses, and one Emperor/Empress (more rules below). In addition, you must select a county to start in (listed at the bottom). Each county has a specialty: fines are encouraged to be higher, so choose wisely.
Interaction between Criminals and Guards
Essentially, every player (even the Emperor/Empress) will post how much gold they have in their signature (say, 100 to start). If a criminal has failed to steal gold guards can dare them anything, even if it violates a limit. If they don't want to do a limit-violating dare, however, they can pay a fine decided by the guard in exchange for an easy dare from their likes! If a criminal doesn't have enough money to pay the fine, however, they must serve their sentence with another dare. This one should be challenging, and probably should be from the criminal's dislikes. It cannot violate limits.
Rules for Criminals
Gold can be earned by "stealing", or doing dares from other criminals.The amount stolen should correspond to the difficulty of the dare! If you fail the dare, you must post here saying that you have failed to steal the gold, whereupon a guard can arrest you and take the amount you tried to steal, plus whatever else they would like. Once you get 1000 gold, you can switch to a guard! Criminals can pay 100 gold to travel to another county, but otherwise may only accept dares from people in their county.
Rules for Guards
Guards must select a county to protect. You can "arrest" (or dare) any criminal who has failed to steal gold, but can also "arrest" criminals who you don't like; if you do, you might be punished by the Count or Countess of your county. Unlike criminals, you cannot change your county unless you return to criminal status, so choose carefully! Any guard can challenge the current Count or Countess for their title; the other guards will elect whoever they feel is better. There will be no Counts until someone steps up, so feel free to take advantage of the anarchy :D. Guards keep what gold they take from criminals, but have to file taxes from the Count/Countess. You can take more than is necessary from your arrests, but may face punishment... Finally, guards are encouraged to dare their county's specialty, and fine higher for refusals.

As Count/Countess, you hold absolute power in your county! You can dare guards if they displease you, or even demote them to criminal status! You can even punish criminals by ordering guards to arrest them for no reason. As Count, you can rule as you wish: demand as little or as much tax as you want, punish who you please! But be warned: you may just be booted from your throne and subjected to the whims of your successor! Counts can only get gold by taxes: you'll only be doing dares from the Emperor/Empress. If you want to join as a Count or Countess, do it fast: there are only eight at a time! Also, please respect the guards' limits.

The Emperor wields absolute power: they can dare Counts/Countesses, demand tax, and give orders. Through the Counts and Countesses, they can even punish common criminals! They are not invincible, however. The Counts can also make a vote of non-confidence, dethroning the current Emperor and replacing them with the Count/Countess of their choice! Meanwhile, the new Emperor will take all of their predecessor's gold, leaving them penniless as a criminal. The Count's former county will be in anarchy until a new one is chosen. Like the Counts and Countesses, the Emperor/Empress can only get gold from taxes, which will come from the Counts directly. Be quick to choose this role; there is only one Emperor/Empress!

Cheydinhal is a peaceful, prosperous county, currently ruled by Count CrackersofGraham. It's residents specialize in etiquette and other slavery dares.
Chorrol is a heavily fortified county, currently in anarchy. It specializes in bondage dares.
Kvatch is a ruined county, destroyed in a recent attack, and currently ruled by Countess Torchwood 123. It specializes in ruined orgasms, and other orgasm dares.
Leyawiin is a county of nature, currently in anarchy. It's peaceful residents specialize in outdoor dares.
Skingrad is a large county plagued by vampires, and currently in anarchy. It's specialty is hidden public.
