Similar to the loser has to threads... Person A makes a bet and states the forfeit. Person B accepts. Depending on how confident Person B is he can add something extra to the forfeit if he loses (Person A doesn't have to do the extras). Person B then makes a bet and forfeit for the next person.
If you're betting on an event then include latest date possible to accept. If no one accepts we can just move on then.
E.g.
Person A: I bet that Duke will win the NCAA Men's Basketball championship. Loser has to edge twice.
Person B: I accept. If I lose I'll do the edges outside.
I bet that I can do more push ups. Loser has to write weak across their chest and post a pic on kinktalk.
Person C: I accept.
I bet...
