If you first take the padlock and coat it, including the keyhole, with liquid plastic (from a hardware store, comes in a can, used to dip the handles of tools to coat with plastic for better gripping), you have to destroy the coating (easy enough with anything metal, even a fingernail file) before you can access the keyhole. I suggest putting something, maybe a couple drops of candle wax :D , into the keyhole before dipping it. Or use a simple zip tie that goes over the padlock, blocking the keyhole. Coat that with the plastic so it's forced to stay in place. Then let the padlock dry before using it.
