Well yes it isn't legal, although depending how busy the street is and what country it is in, you could be alright to do it.

I'd much rather run without cover, I'd prefer to be quick than modest. I only have two hands anyway so it wouldn't do much good.

Yes it is harder for girls to cover. I think you have more pride if you run and don't cover as well.
