Its one double roll (penalties range from 2 to 12) for every 2 items. Thats why you round up to an even number.

1 item = 1 double roll = 1 penalty
2 items = 1 double roll = 1 penalty
3 items = 2 double rolls = 2 penalties
4 items = 2 double rolls = 2 penalties
5 items = 3 double rolls = 3 penalties
6 items = 3 double rolls = 3 penalties
7 items = 4 double rolls = 4 penalties

7 is maximum number of items you can start with so 4 penalties is maximum.

But i indeed made a mistake aswell 2 socks and underwear is 3 items and i only rolled for 2 so here is the extra penalty for you:
