How are multiple edges defined?

Like I get what an edge is, but where do you count a new one? If you wait a couple seconds and then start in again and back at edge almost immediately, does that count? Do you have to wait til fully flacid? What's the best way to define?

Personally I want 30 seconds to a minute between each. Less than that you're riding the same edge.
