This is a great question. I wouldn't want to do any of them.

If I had to, I'm going to pick option three. I live in a busy neighbourhood. At 9pm, leaving my house, I am 100% definitely going to be seen. At 11pm, I'm probably still going to get seen. I really don't want to be naked for a full hour, but 1am is my best chance of not getting caught. And maybe it's long enough to walk to somewhere quieter?

I'd do Option 3 if I had to do this. Yes, it's a long time walking around naked outdoors, but I probably could do it without being seen. Either 9 or 11 PM would be pretty risky.
