He probably is from Germany.

It's not forbidden to be nude in the public there, but it is still not okay to be nude in public everywhere (Public decency still counts). You won't go to jail or something, but if the police is coming then you can be told to leave the area/redress - worst case to pay a fine. Same here in Austria - not legal but also not forbidden.

Guys tend to get a worse/harsh punishment only because it is them who normally do it. If there were as many women and they did it in the same areas as men. They'd probably get in as much trouble. So yes men do, but for obvious reason.
