I have a friend who told me that yes they can change genders. But I still like to think, that they stay the same gender. But even if the writer say, yes the Doctor "could" be female... that doesn't mean he should.
And I really don't know, I'm all for a British accent of some sort, but an American accent, I feel, would just throw off the show.
