Remove them, unless they're required for the game or cards are missing, in which case the jokers take the value of the missing cards.

No, I never cheat.
3. What do you do when you run out of money for monopoly?
The game ends when the bank runs out of money, if that's what you mean. If you mean when a player is bankrupt, they retire from the game, and their properties are auctioned, as per the rules.
