It is impossible for me to upload pictures from my phone, too.
Even when copying them to PC, their upload still fails.
You could check if you haven't given your browser permission to access your pictures.
Alternatively, resizing the pictures through
this website has always given me pictures I could upload effortlessly.
It's a chore, but worked for the pictures I uploaded for my own gallery.
