No single (group of) user(s) can decide who should be nominated for any awards. That's the reason why not only moderators or very active users nominate others but rather hold dare competitions and let other people nominate users for award categories.
And like Butterfly said, we already have such awards in the Competition section ...
Also, I'm not sure why there should be a Summer and End year (winter?) reward. Prestige rewards are usually given annually. I think that we already have enough award categories and if anything should be changed, it'll happen the next year (2018) and not halfway through the current award nominations.
Also, I'm wondering how people could cast their votes for
Best Submissive User,
Best Newcomer and the kind of award categories in which by far not everyone might know the user. Those nominated for these awards who have lots of friends and contacts on getDare will probably win as if it's a popularity contest and not really about being the best at something. Just my hypothesis, maybe I'm wrong though.
