Okay, the green dots are good. Those are given by other members who have enough rep points & posts so that when they add rep to you it awards you some points (the number of points is variable on the amount of points & postcount from the giver as well.)

The blue/grey ones mean that a member gave positive or negative rep but their own amount of points and/or posts are unsufficient to affect yours. So they can still add a comment (if it's negative they have to put a comment) but it does not affect your reputation points.
