the problem with image site (there are a few tord image sites) is that they get spammed by fake users, especially guys trying to be girls!
the only way to have an effective image site is to have it 18+ and also have some sort of moderation system, i.e. before you are able to post images, you have to submit a private photo of you holding a piece of paper with the sites name on. That doesn't get published, but lets the site ownere know who you really are!
