To make that a bit clearer: if the target intensity is 3 and you write up Set A of punishments (4,2,3,3) then you have to write up another set because of the 2.
You write up set B (3,3,3,2) and still don't have everything intense enough so are forced to write up set C (4,4,3,4). There, finally done.
Unfortunately for you, each of your four punishment options combine a punishment from A, a punishment from B, and a punishment from C.
So (4+3+4, 2+3+4, 3+3+3, 3+2+4)
In other words, suggesting a punishment that isn't extreme enough just earns you even more punishment.
