This is very low risk dares, i mean walking down the street with soaking wet underwear aint very subtle. If the title had Semi Public and Discusting Dares then maybe.

have heavy things in your pockets, wear something like trackies.
Now depending on how daring you are then wear underwear, no underwear or female underwear.
Okay now walk along town or some place with a few people and "accidently" let them slip down and quickly pull them up.
You can try and time it so peopel are looking away.
