This is a simple dare, and it is designed to be modified. Assuming you have two people, it goes like this:

Both of you have the same goal: to make the other person look as ridiculous as possible. They must wear the outfit of your choice. Feel free to add anything else, as long as you both let the other person do the same to you. This can include body writing, messy stuff, bondage, etc. as long as you both agree to the same limits.

When you're both satisfied that your partner looks thoroughly humiliated, order pizza.

When the doorbell rings, flip a coin. The winner can go hide in the bathroom, while the loser must answer and pay for the pizza.

If you have a party with more than two:
Sit in a circle. The person to your left is who you will try to humiliate. Put your names in a hat and draw one to decide who must answer.
