simply go to the mall or a store of some kind and take a pair of underwear and rip them or stretch them out. hang them on a hook and with a sharpie, write the word wedgie on the front of the underwear and leave them there.

actually, i meant to just get a pair of your underwear... that you may not need. so no its not vandelism and you cant get into trouble doing it. but i agree that this is a dare that could be embarassing if u got caught by other random people and the main purpose of this dare is to brighten up someones day while recycling underwear you were going to throw away in the garbage. If its in a stall, one person would find it funny... now i know what some of u are thinking, the only way one could get a wedgie is if two people were in the same stall. but the chances are very slim. so i dare you to brighten up someones day!

Still, it sounds quite pointless to me. And besides, if you're caught, people may assume they're just from a shelf or something.
