Sorry, but it's still not blackmail. Not in any form. Blackmail is, and always will be "do this or I release the pictures".
What you're actually proposing is a bet. Which is fair enough, and actually better than plain blackmail anyway (most people like the thought of losing control. Those same people wont actually like it when they're being forced to do something that's a limit or risk having their information/pics/etc. spread around. Keep the blackmail as a fantasy people, or roleplay it. That or be 100% sure that you know what you're getting into).
However, even with this bet. It all depends on how embarassing the picture is. If it's a guy dressed as a woman... well the old "yeah, it was taken at halloween one year" explanation works. If they're naked... well everyone entering had best be sure that they are happy to risk their friends/family seeing them naked (if they send legit e-mail addresses. It's easy to create a fake one after all).
Also, with the team idea, everyone needs to understand that if it's done via teams, whether you win or lose is decided not just on how you do, but on the rest of said team. If the rest of the team let you down, but you did great, you still lose.
Just making sure everyone understands the facts about what they might be getting into here. It's only fair after all, and people should be given the chance to back out if they don't like the risks that are going with it. You should also be clear as to what, exactly, will happen. As it seems to have changed from a game to decide, to "PM me and I'll decide" which just seems to be more "I'll decide who it's better to expose". Which isn't a game at all, and just one person's personal preference.
